Constitution rev. 18/7/08

A.G.M, E.G.M AND TEAM MEETINGS.

All meetings whenever scheduled will take place at 7:30pm prompt at the venue stated at the previous meeting. Although the committee will endeavour keep proceedings brief wherever possible, members are required to remain until the Chairman closes the meeting.

At scheduled Team Meetings, each team MUST be represented by at least one registered player and all match fees and fines due must be paid before the close of the meeting.

Should any of the above requirements not be complied with the team in question will be deducted 3 league points for non attendance of meeting and a further 2 points for non-payment of any outstanding Match Fees and/or fines.

Non payment of fees at the next scheduled team meeting will result in the player/s being classed as unregistered to the league, and all wins recorded in the league or competition by the new player/s prior to payment will be void. This could potentially lead to a winning competition team being disqualified.

After all relevant point deductions and payment of fines, any team not attending a meeting will nonetheless have their monthly correspondence posted to their Captains address. Any Team with overdue fines and/or fees may be excluded from competition finals.

A Bond of £20 per team must be paid prior to the commencement of the season. This will cover teams not paying their fines and fees. This money will stay in a separate account until the season has ended, if there are no fines or fees due, the money will be returned to the team or at the teams request carried over for the following season.

Any member of the committee may call an `extraordinary general meeting (or E.G.M), after gaining support of at least 30% of League Captains (or their representatives). The reason for calling such a meeting is to be given in writing and these reasons will be given to all committee members. The Secretary is to call the meeting within fourteen days of receiving such a notice.



THE COMMITTEE

The Committee shall consist of the three officers, secretary, treasurer & chairperson. A selection of captains from the league should make up the balance of the committee. All committee members, with the exception of the chairperson who has the casting vote only, are entitled to one vote.

One person may hold more than one office at any time, but will only carry one vote.

At all meetings, two officers and captains of three separate teams shall constitute a quorum for the purpose of carrying on the business of the Association.

The Committee shall have full authority to make any decision that, in their opinion is deemed necessary or beneficial to its members, excluding the alteration of the constitution other than at an A.G.M or properly convened E.G.M.

Any alteration to the constitution or general rules can only be done at a general meeting provided that:

a.) Twenty eight days notice has been given of such alteration

b.) A majority of members at the meeting vote for the motion. Please note a simple majority will prevail.

The committee from the season ended will be returned on block at the AGM unless a committee member declares their intention to stand down or a person wishes to stand for any committee post.

A person may be elected onto the committee at any time. When standing for election, the potential committee member must be proposed and seconded by registered league members. Anyone standing for the committee must be present or his or her name cannot be put forward.

The League will convene a committee meeting every six weeks, or when matters dictate, at which representatives will attend and deal with all matters pertaining to the League (provided that the requirement for a legitimate quorum is fulfilled.)



FINANCE

The three main officers will be responsible for the finances of the League. All cheques must have two signatures as per the bank mandate (Treasurer and one other). The Treasurer will check all income and expenditure and at all times observe proper banking procedures. All expenses will be vetted by the committee.

All monies held by the League will, after the deduction of managerial expenses, be used for the benefit of all members of the League.

Officers of the League that are entitled to a petrol allowance on mileage completed for work done for the League

i.e. EPA/DPA meetings, Executive meetings and any other circumstances that the constitution allows mileage to be paid for are to be reimbursed at (the EPA rate currently 20 pence per mile)

The League will endeavour to reimburse reasonable expenses by any member of the committee incurred while conducting business on behalf of the League. Such expenses must be approved by the committee.

The Executive members namely Secretary, Treasurer and Chairperson are to be paid an Honorarium for the general running of the League. Honorariums are to be paid at the end of the financial year and the amount shall be set at the AGM.



MATCHPLAY

The Barnstaple & District Pool League only recognises the E.P.A World 8 Ball Pool rules.

The object shall be to promote fellowship and improve the standard of play in the district. Each division will be run on a championship basis. All league matches must be played, league points will be awarded for every frame & all frames must be played. A copy of “The Official world 8-ball pool rules” (Supplied by the league) must be displayed in each venue. Copies of the EPA official rules are available from the committee on request at £1.00 per copy. Registration fees are non refundable except at the committee’s discretion. Playing members of the league are required to pay mach fees.

League and team competitions must start at 7.30pm prompt on the day and date stated. Any team not at the venue to start a game at 7.30pm have 10 minutes to start it or lose the game, and lose a game every 10 minutes thereafter. Singles and Doubles players are required to attend the appropriate venue at 7:00pm for registration prior to the 7:30pm start.

Before the match commences, a coin will be tossed once and once only. This will decide which player breaks first and thereafter the break will alternate between all players for the rest of the match.

All captains must print the names of all players IN INK and IN CAPITALS both on the registration forms and match scorecards. All players must sign their name on both registration forms and scorecards. Any captain found to be duplicating signatures will lose all points gained for that match, incur a further 2 point penalty and may be required to attend a disciplinary meeting of the Committee.

All players entering the singles or pairs will pay a fixed entry fee (fees printed in fixtures book). In pairs only the named pairings will allowed to play no transfers are allowed following the commencement of the competition. Singles and Doubles matches to be best of 5 frames then at the semi-final stage - best of 7 and in the finals - best of 9.

If a team withdraws or is expelled from the league, the team name and all points won and lost will be deleted from the league table and all remaining matches cancelled. Also, all league and competition fees will be forfeit and all players will be withdrawn from competitions entered.

Disbanded team members may only sign for another league side but a further registration fee must be paid.

Any team and/or player bringing the league into disrepute maybe expelled from the league without redress and the bond and all fees will be forfeit.



CAPTAIN’S DUTIE

It is the duty of the captain to ensure that all fines and fees are paid to the committee at the NEXT scheduled team meeting. This being the case - any outstanding monies owed to the league at the end of the season are the Captains/Vice captains responsibility.

Captains must inform their team and Landlords of all league matters and home fixtures and are required to inform the committee of any changes such as addresses and phone numbers of Captains, Vice captains and/ or players.

Teams, players and/or referees who do not fulfil their league duties may be requested to attend a hearing by the committee.



NEW PLAYERS

New players can now sign on and play on the same night throughout the season, as long as the new player/s does not exceed the maximum of 10 players per team.

To register a player their name and signature must be in the appropriate section on the back of the scorecard. Their fees must be paid in full at the first team meeting following their signing. (See fixtures book)

All points gained by the unregistered player/s during a league game prior to payment will be deducted and the team will also receive a 2 point deduction.



TRANSFERS

League transfers are allowed at any time incurring a fee for re-registration and Administration costs. Players may only re-register once during the season.

COMPLAINTS AND APPEALS.

All complaints and appeals must be made on the appropriate B&DPL form and posted along with a S.A.E, into the results box by Monday 9:30pm along with the scorecard. They must not go on the back of the scorecard.

RE-ARRANGED LEAGUE MATCHES.

A minimum of 24 hours notice must be given to the fixtures Secretary prior to the stated date of play.

Teams playing a re-arranged match without notification to the fixtures secretary will be deducted 2 league points. The match will be replayed as instructed by the committee.



SCORECARDS

The official B&DPL score sheets must be used.

In all cases the winning team / player(s) are responsible for passing scorecards to the designated venue by the stated time (see back of scorecards). Failure to do so with competition results will mean disqualification from that event for the offending team.

The appropriate league and competition scorecards must be in by 9.30pm on the Monday following the match. Failure to do so will result in the winning team getting no points for the afore-mentioned game. (All late entries will receive a 2 point deduction)

Signing on and off player/s must be done on the reverse side of the B&DPL scorecards as must any change of captain and all 8 ball clearances.

8 Ball clearances must be ratified and signed for by both captains or they will not count.

8 Ball awards will be given to players making legal 8 ball clearances in any League and competition matches. The player with the most clearances in the league only wins the 8 Ball trophy (if tied the trophy will be shared). NB: an 8 Ball Clearance award will be given to those players who in one consecutive visit, pot all their colours and the black. If this is done when a player has two visits, then that player will only be awarded if he/she has not played the second visit or failed to pot with the first visit. This must be noted on the reverse of the scorecard and signed by both captains. Failure to do so will result in the 8 ball clearance being void.

The referee must attend the table at all times. (See EPA rules for guidelines on referees)



COMPETITIONS

Matches must be played at the venue stated; failure to do so will result in disqualification for both teams.

In Team Competitions, the first team drawn will play on their home table (where possible) semi-finals will be at venues decided by the committee.

All competition draws are to be made by the membership and committee at team meetings wherever possible and the competition secretary will indicate which tables are to be used at which venue.

Competition start times are 7.30pm, players must be at the stated venue by this time and failure to comply will result in the opposition being awarded the match.

In Pairs competitions, partners may discuss the game between frames and between visits but once a player addresses the table he/she may not discuss anything regarding the frame until the end of his/her visit.

Players who cannot comply with the date, time and/or venue of a competition must inform the competition secretary at least 48 hours before the match or risk forfeiting the match.

A player/pair/team whose semi-final opponents withdraw or are disqualified at the ¼ final stages will be placed into the final.

If at the end of the season there is a tie for the league championship or promotion/relegation position, in any division, then there will be a play-off at a time, date and venue to be decided by the committee.

All League & Cup Finals are to be played on Finals day without exception.



WALKOVERS

Any claimed walkovers must be made on a scorecard and passed to the agreed address by the stated time. A walk-over can only be claimed if an opponent fails to make any contact prior to the game and/or does not attend the venue at the time and date stated. In this case (and only this case) should W/O be entered on the scorecard along with the captains’ signature. Telephone results/ walkovers will not be accepted.

Three league `Walkovers’ in any one season will constitute automatic disqualification from the league with all points gained and lost by the team in question being deleted.



TABLES

Rule sheets must be displayed near tables, if not the committee must be informed and new copies will be sent to the venue.

All league tables are to be in good condition and agreed upon by both teams before the start of the match. Once the game has commenced, it is to be understood that both teams have accepted the table conditions.

The committee will inspect tables prior to the season Landlords and Captains will be informed of any changes or repairs required.

The home team captain will be responsible for their levelling and brushing prior to games. If a written complaint is received the table will be checked by the committee and if found to be unacceptable may be excluded.



TROPHIES

Winners of perpetual trophies are responsible for their upkeep. Any restoration costs incurred will be charged for. Only players that have played during the season in either league or competition matches will be eligible for a trophy.

Perpetual trophies will be held by players / teams for one season and are to be handed in to the committee on an arranged date (see team meetings in fixture book) If not received by the stated time a £5.00 collection charge will be made to the appropriate players / teams. Failure to return perpetual trophies will require their `like for like’ replacement (or the correct funds to do so)



INTERLEAGUE/COUNTY/REGIONAL TEAMS

All Interleague/County or Regional matters are to be kept independent of the League wherever possible and should be financially self supporting through either sponsorship or players fees where appropriate. The only official committee interaction with the Interleague shall be with the captains or their representative vice captains as match reports are requested by the committee following each match. Any Playing member of the League may apply to join the Interleague setup but it is the responsibility of and at the discretion of the appropriate Captains and Vice captains to organise the matches, to select the teams and collect all appropriate fees,
